Yes — popping back is what covers are designed to do, and it says nothing about the absorber and brackets underneath. A crushed absorber gives you less protection in the next impact and often no visible clue. Photos plus a quick teardown answer the question properly, and if everything under the cover is sound, we will tell you that too.

My car has parking sensors in the bumper. Does that change the repair?

It changes the checklist more than the price. Sensors come out before refinishing, go back into their exact mounts, and are verified for function and aim afterward — paint over a sensor face or a bracket bent a few degrees causes false alerts or blind spots. Where a replacement cover is involved, OEM plastic keeps the mounting geometry the sensors were calibrated for.

Is a bumper scrape worth an insurance claim, or should I just pay for it?

Run the numbers before deciding. A cosmetic scuff repair often lands near a typical deductible, where claiming gains you nothing; a cracked cover with damage behind it is a different total.
